Juno
is one of the few US-based free ISPs to survive the shakeout. Although their main offerings are commercial in nature, they still offer a no-frills internet package that allows you to surf the web and to send and receive email at no cost. This package only allows for 10 free hours of net time per month at dial-up internet speeds, but that's not bad for the sweet, low price of $0. ;)
NetZero
currently offers 10 hours of free, fully-featured, internet access to millions of residents throughout the United States and Canada. Their service was one of the first of its kind to be launched in the world, and it has stood the test of time to the point at which NetZero has become one of the largest discount ISPs in its niche. In addition to free access, they offer free email addresses to all subscribers.
